Police charge resident with child porn possession

MADISON – Madison Police Department has charged a Madison resident with possession of child pornography.

On April 23, the police department received information that Phillip Spencer Owens, 58, was possibly in possession of child pornography.

Following up on that information, police officers started investigating and learned that Owens was in violation of the Alabama Sex Offender Registration and Community Notification Act. Owens was arrested for failure to register as a sex offender

Further investigation led to a search warrant that was executed at Owens’ residence. Using that search warrant, detectives discovered electronic media containing numerous obscene images depicting children. Owens was arrested and booked into Madison County Jail.

Owens was charged with 11 counts of possession of obscene matter containing visual depiction of persons younger than 17 years of age involved in obscene acts. Owens remains in Madison County Jail on $130,000 bond.

The case still is under investigation and more charges may be pending, a police spokesperson said. No further information is available at this time.
