MADISON – Officer Russell Owens has received the Life Saving Award from Madison Police Department. Owens’ heroic efforts helped a heart attack victim.

Owens’ award resulted from a call on July 1. Madison police officers responded to a medical call for a person who was reported to be in distress.

Owens was the first officer on scene and found a 23-year-old male who was in full cardiac arrest. Owens assessed the scene and observed that the victim was unconscious, had no pulse and was beginning to turn blue.

Owens started CPR procedures and continued to provide lifesaving efforts for about three minutes until medics arrived and were able to assume patient care.

Battalion Chief Steve Perry Officer with Madison Fire and Rescue Department commended Owens’ actions and contacted Owens’ shift commander about the rescue effort.

“Due to the swift and decisive actions of Officer Owens, a life was saved and the patient able to make a recovery,” Captain John Stringer said. Stringer works in Special Operations with Madison Police Department.

On July 11, Owens was presented Madison Police Department’s Life Saving Award for his “swift and decisive actions. The Madison Police Department is proud to recognize these selfless efforts of Officer Owens to save the life of another person,” Stringer said.
