Anti-terrorism business opens in Madison

An anti-terrorism business has opened in Madison and awarded several contracts related to airport security – including private security of air cargo at Huntsville International Airport.
Former Madison Police Chief Cecil Moses and Clark Cofer, former public safety director at Huntsville International Airport, have formed a consulting and airport security related business known as C&M Consultants, LLC.
The firm will be conducting background checks on individuals seeking access to secured areas of airports in the United States and Panalpina Inc., an international air cargo company, has hired the company to provide private security at Huntsville International Airport during cargo flight deliveries.
New Technology Management Institute in Herndon, Va., recently awarded a six-month contract to C&M Consultants to provide x-ray services for the U.S. Custom Service and the company is in the process of signing agreements with OMNISEC International Investigations in Chantilly, Va., to conduct national security investigations on U.S. security clearance applicants.
The city of Madison, along with Texas A&M University, Idaho based Manis and Associates, SAIC in Huntsville and ADT in Boca Raton, Fla., are other C&M clients.
Moses served 10 years as the police chief for the city of Madison following his retirement from the FBI's Senior Executive Service. During his 20 years as a special agent with the FBI, Moses held several top management positions at FBI headquarters and field offices from Omaha, Neb., to Birmingham where he was the special agent in charge of the Northern Judicial District of Alabama.
Cofer has more than 30 years experience in public safety and served as a fire chief in Oklahoma, Texas and Alabama.
