Council pays library construction, downtown reno expenses
MADISON – On the Columbus Day federal holiday, Madison City Council reached a quorum with council members Maura Wroblewski, Steve Smith, Teddy Powell, Greg Shaw and president Tommy Overcash attending the meeting.
Council paid numerous bills, including these larger amounts:
* Miller & Miller – Removal/installation of curbs and gutters, parking lot and landscaping, Downtown Streetscape Phase III, $191,964.02.
* OMI Inc. – Construction materials testing, Madison Public Library, $282 and $421; Dublin Pool site modifications, $28,950.
* Holzheimer Bolek & Meehan – Architectural and engineering services, Madison Public Library, $14,430.04.
* Pearce Construction Co. – Construction costs, Madison Public Library, $661,370.
* Turner Universal – Construction management, Madison Public Library, $20,480.
* CDG Engineering – Redesign, bid, construction management and utility coordination, Downtown Streetscape Phase III, $9,870.
* S&ME – Construction, engineering and inspection services, County Line Road, Phase II, $12,930.66.
* Miller & Miller – Work on Mill Road bridge over Bradford Creek, $94,570.99.
Council accepted donations of $4,300 from Madison County Sheriff’s Department for PoliceOne training and $500 from resident Monty Church to Madison Fire & Rescue Department.
District 2 Councilman Steve Smith commended community support by approximately 6,000 people who attended a middle school football game on Oct. 5 at Madison City Schools Stadium.
President Tommy Overcash thanked Madison Street Festival President Kyle Mumaw and the 40-member MSF steering committee for their work to produce the event on Oct. 7.
Council approved weed abatement expenses. For overgrown properties, the city will contact owners by letter and then newspaper advertisement. The city then has authority to mow grass and charge the owner. If the owner does not pay, charges will be added to property taxes.
The revenue department was authorized for the city to observe a “Severe Weather Preparedness Tax Holiday” for sales and use taxes on Feb. 23-25, 2018.
The engineering department will enter an agreement with Madison County Commission for resurfacing projects in Fiscal Year 2018, including neighborhood streets and a section of Hughes Road.
The police department will pay $7,800 ($6,000 one-time fee, $1,800 annual fee) to LEFTA Systems for software related for officers’ field training.
Parks and recreation department will coordinate city-sanctioned Halloween attractions and a haunted house (no cost to city) with Insanity Complex. District 3 Councilman Teddy Powell hopes the Halloween activities can return to downtown and cast the only nay vote.
Tidewater Landscape Management’s bid of $84,000 was accepted for park and greenway mowing.
City Clerk/Treasurer Melanie Williard received approval for three-year policy option for property and liability insurance coverages, including increase of liability coverage to $4,000,000 and uninsured motorist coverage, with Alabama Municipal Insurance Corporation.
Council rescheduled its Dec. 25 meeting to Dec. 18.
